THE ROLE OF LOCAL LEADERS IN PROMOTING VILLAGE DEVELOPMENT: A CASE STUDY OF THE EDUCATION SECTOR IN FATUMASI VILLAGE, TIMOR-LESTE

Abstract


This study examines the role of local leaders in village development, focusing on the education sector in Fatumasi Village, Timor-Leste. Using a qualitative approach, data were gathered through in-depth interviews with local leaders, community figures, youth representatives, educators, and residents, supplemented by relevant documentation. Findings indicate that local leaders played a pivotal role in establishing Fatumasi Junior High School, resolving a critical access barrier where students previously traveled up to 13 kilometers to attend school. This initiative improved enrollment rates and strengthened community engagement with education. However, local leaders face persistent structural challenges, including inadequate office facilities, limited technological support, low salaries, and delayed government incentives, all of which impede effective service delivery. The study concludes that while local leaders are instrumental in driving village development, sustained governmental support through institutional strengthening, proper facilities, and timely incentives is essential to optimize their performance and advance village governance.
